When coming to Russia to study, it's important to know how to act in an emergency. This guide contains all the key emergency service contacts, rules for calling for help, and useful tips.

Main Emergency Numbers

In Moscow, as throughout Russia, unified numbers are used to call for help:

Police 102 (mobile), 02 (landline) Theft, assault, conflicts, lost documents
Ambulance 103 (mobile), 03 (landline) Injuries, sudden health deterioration, poisoning
Fire Service & Emergency Ministry 101 (mobile), 01 (landline) Fire, gas leak, accidents
Gas Service 104 (mobile), 04 (landline) Smell of gas in an apartment
Unified Emergency Number 112 Any emergency (works even without a SIM card)
How to call?
  • From a mobile: 102, 103, 101, 104, or 112.
  • From a landline: 02, 03, 01, 04.
  • 112 is a universal number, you can call even with no money on your account.

What to Do in Different Situations?

Health Problems (Ambulance - 103)
  • If you or someone nearby feels unwell (high fever, chest pain, injury), call 103.
  • Speak clearly:
    • Address (street, building, entrance, floor, door code).
    • What happened (e.g., "Severe chest pain," "Temperature 39°C").
    • Your name and phone number.
  • If you feel unwell but it's not critical, you can go to the student clinic.
Fire or Gas Leak (101 or 104)
  • In case of fire:
    • Leave the premises immediately.
    • Call 101, state the address.
    • Do not use the elevator!
  • If you smell gas:
    • Do not turn on lights or electrical appliances!
    • Open windows, leave the apartment.
    • Call the gas service (104).
Police (102) – If you are in danger or have been a victim of a crime
  • When to call:
    • You have been robbed; your phone/documents were stolen.
    • Someone is threatening or attacking you.
    • You lost your passport or migration card (this is important for foreigners!).
  • What to tell the operator:
    • "I was robbed / my phone was stolen, I am at [address]."
    • Description of the criminal (if you saw them).
  • After the call, wait for the police – you will need to file a report.
Lost Documents (passport, migration card, student ID)
  1. Contact the police (102) – file a report about the loss.
  2. Inform your university – the international office will help with restoration.
  3. Visit your country's embassy – to get a new passport.

Safety Tips

Save all emergency numbers in your phone (it's better to add them to speed dial).
Find out the nearest clinics and police stations near your home.
Always carry a copy of your passport and migration card (keep the originals at home).
In case of a conflict – call 112 or 102, do not try to solve the problem yourself.

Moscow has all the necessary emergency services, and they operate 24/7. The main thing is not to panic, clearly state your address, and describe the problem. Be careful and take care of yourself
