This document establishes clear rules for reinstatement at the university, including deadlines, conditions, and limitations
Reinstatement is easiest for those who withdrew voluntarily
It is more difficult for those expelled for academic failure or violations (only on a paid basis)
Reinstatement is impossible for those expelled for serious misconduct
Military personnel have special privileges

1. General Provisions

Purpose: To regulate the procedure for reinstatement for studies at Sechenov University for individuals expelled before completing their educational program
Regulatory Framework:
  • Federal Law No. 273-FZ "On Education in the Russian Federation".
  • University Charter and local regulations.

2. Reinstatement Conditions

Reinstatement Deadlines
Within 5 years after expulsion.
For individuals who did not pass the State Final Attestation (SFA):
  • Higher Education: No earlier than one year and no later than 5 years after the unsuccessful attempt.
  • Secondary Vocational Education: No earlier than 6 months.
Grounds for Reinstatement
  • Voluntary Withdrawal (at the student's initiative) – Reinstatement under previous conditions (state-funded/paid) is possible if vacant spots are available.
  • Expulsion at the University's Initiative (academic failure, disciplinary violations, non-payment) – Reinstatement is possible only on a paid basis.
  • Reinstatement is not permitted in cases of expulsion for disciplinary violations (e.g., for gross misconduct) or in cases of illegal enrollment.

3. Reinstatement Procedure

Reinstatement Commission
  • Includes the Vice-Rector, Deans, representatives of the Academic Department, and students.
  • Decisions are made by simple majority vote (with a quorum of 2/3 of members).
Required Documents
  • Personal application.
  • Education document (diploma/academic transcript).
  • Certificate of study (if not stored at the university).
Application Submission
Standard Deadlines:
  • Fall Semester: May 10 – June 10 and August 20–28.
  • Spring Semester: December 15 – January 15.
Exceptions:
  • Individuals expelled due to military conscription can apply at any time.
  • Those who failed the SFA – follow a special procedure.

4. Special Cases

If no state-funded spots are available, the student may be reinstated to a paid program (with their consent).
If the original program is discontinued, reinstatement to another program of the same level is possible (by decision of the commission).
For military personnel – reinstatement outside standard deadlines (after discharge from service).

5. Final Decisions

Commission Decision:
  • Reinstatement under previous/modified conditions.
  • Denial (without explanation for individuals expelled for violations).
Issuance of Order:
  • Reinstatement takes effect from the start of the semester (or from the 1st day of the month preceding the SFA).
  • For fee-paying students – only after signing the contract and payment.
Individual Curriculum – required if there is a discrepancy between the programs.
