Regulation on the Dispute Resolution Commission

1. General Provisions

Basis
The Commission is established to resolve disputes between participants in educational relations (students, faculty, parents).
Basis: Article 45 of the Federal Law "On Education in the Russian Federation".
Competence
  • Conflicts regarding the realization of the right to education.
  • Appeals of disciplinary sanctions.
  • Application of local regulatory acts.

2. Composition and Formation of the Commission

12 members: an equal number of representatives from students, parents, and university staff.
  • 4 students (from SVE, Bachelor's/Specialist/Master's, Residency, Postgraduate programs).
  • 4 staff members (appointed by the Rector).
  • 4 parents (only for disputes involving minors).
Leadership: Chairperson and Deputy Chairperson are appointed by the Rector.
Term of Authority: Indefinite, but membership terminates upon:
  • Student's expulsion.
  • Staff member's dismissal.
  • Student reaching the age of majority.

3. Procedure for Submitting and Considering Appeals

Who can apply: Students, parents, staff members.
Application Deadline: 1 month from the date of the dispute (possible reinstatement of deadline).
Application Form: Written, must include:
  • Applicant's details.
  • Description of the conflict.
  • Claims and supporting evidence.
Review Period: 14 days (during vacations – after their end).

4. Meeting Procedure and Decision-Making

Quorum:
  • 8 members – for disputes involving minors.
  • 6 members – for all other cases.
Voting: Decision is made by simple majority (the Chairperson's vote is decisive in case of a tie).
Rights of Participants:
  • Personal presence or written explanation.
  • Invitation of witnesses and experts.
Decision:
  • Formalized in a protocol.
  • Mandatory for execution.
  • Can be appealed in court.

5. Additional Provisions

Confidentiality: Commission members are not permitted to disclose information.
Document Retention: 3 years.
