Healthcare in Russia: What a Student Needs to Know

When moving to Russia, it is important to understand how the Russian healthcare system works. Medical care here is provided through two main systems:
OMS (Compulsory Health Insurance)

This is a state-run system funded by taxes. Under the OMS policy, medical care is free for Russian citizens and foreigners permanently residing in the country (for example, those with a residence permit).

Important: Most international students who come to study on a visa or visa-free are not participants in the OMS system and cannot obtain such a policy.

DMS (Voluntary Health Insurance)

This is a private insurance system. For international students, a DMS policy is the primary and mandatory document for staying in Russia and receiving medical care. 

The key things you need to know:

  • Having a valid DMS policy is a mandatory requirement for obtaining a student visa and for legal residence in Russia.
  • It is your main document for seeking care at clinics and hospitals.
  • The DMS policy typically covers basic medical services: doctor's appointments, tests, emergency care, and much more. All details should be clarified with your insurance company.


Be sure to obtain a DMS policy before arrival or immediately upon entering Russia!
