Mandatory Requirement
Having a medical insurance policy is a mandatory condition for legal stay in Russia.
Without a policy:
- Entry to the Russian Federation is prohibited (Art. 27, Federal Law No. 114)
- Fine for violation (Art. 18.8, Administrative Code of the Russian Federation)
Rules for Students
Upon arrival in Russia:
- Contact the Institute of International Education
- Purchase a VHI (Voluntary Health Insurance) policy from an accredited insurance company
After obtaining the policy:
- Inform the Institute of International Education and the Migration Registration Office
- Provide your policy details
During the entire study period:
- Renew your insurance policy on time
Who Can Obtain a Compulsory Health Insurance (CHI/ОМС) Policy?
Holders of a Temporary Residence Permit (TRP) or Permanent Residence Permit (PRP)
— may apply for a CHI policy (free medical care throughout Russia).

Insurance must cover:
