Temporary Residence Permit for the Purpose of Education (RVPO)

A foreign citizen or stateless person has the right to apply for a RVPO at the territorial office of the Ministry of Internal Affairs (MIA) of Russia in the region where their educational institution is located.
The RVPO is issued for the entire duration of your studies.
Additionally, it remains valid for 180 calendar days after graduation. The permit is issued as a stamp in your national passport or another identity document.
Holders of a RVPO receive a significant benefit: within 3 years after graduation, they may apply for a Permanent Residence Permit (PRP) under a simplified procedure.
This means you do not need to first obtain a standard Temporary Residence Permit (RVPO).

List of Required Documents

You must prepare and submit the following complete set of documents:
Application Form: Completed according to the template provided in Appendix No. 4 of the Administrative Regulations.
Valid Passport/Identity Document:
  • A passport of a foreign citizen valid for at least 3 months on the date of application.
  • A document issued by a foreign state and recognized under an international treaty of the Russian Federation as proof of identity of a stateless person.
  • Another identity document of a foreign citizen.
Photographs: Two (2) personal photos, size 35x45 mm (black-and-white or color). The photos must be recent, showing your full face without headgear, and correspond to your current age.
Criminal Record Certificate (if applicable): Required for applicants who entered Russia with a visa. Check with your country’s Embassy in Russia on how to obtain this document. The certificate must be issued no earlier than 3 months before the application date.
Enrollment Confirmation: An official certificate from your university (special extract from the order of admission to the University).
State Fee Payment Receipt: The state fee for a RVPO in 2025 is 1,920 Russian rubles. Keep your payment receipt.

You can submit your application and full document package in one of the following ways:
Online via the Gosuslugi Portal:
  • Go to the Gosuslugi website.
  • Enter in the search bar: “Issuance of a temporary residence permit in the Russian Federation for the purpose of education.”
  • From the search results, select the relevant service (usually located in sections such as Citizenship, Patents, Permanent Residence Permit, and Temporary Residence in the Russian Federation).
In Person:
at the Multifunctional Migration Center (Moscow, ext. ter. Voronovo municipal district, Varshavskoye highway, km 64th, 1 p.47).
The maximum processing period for your application is 38 working days from the date of submission.
This period starts from the day your application is officially registered with the MVDThe Ministry of Internal Affairs.
The registration itself takes 1 working day.
