1. General Provisions

Purpose
Regulates the procedure for awarding and paying scholarships and financial assistance to students and doctoral candidates.

Types of Scholarships
  • State Academic Scholarship (for academic excellence)
  • State Social Scholarship (for privileged categories)
  • Scholarships for postgraduate students, residents, interns
  • Presidential and Government of the Russian Federation Scholarships (for outstanding achievements)
  • Named Scholarships (established by organizations or individuals)
  • Doctoral Scholarships
  • Additional payments (for students at military training centers)

2. State Academic Scholarship

Award Conditions
  • No "satisfactory" grades or academic debts
  • Awarded twice a year based on intermediate attestation results
Amount
  • Determined by the university but not below the standard set by the Russian Government
  • Fixed amount for first-year students in their first semester
Termination of Payment
  • Upon receiving a "satisfactory" grade or appearance of academic debt

3. Enhanced State Academic Scholarship

Eligibility:
Students with "excellent" and "good" grades (at least 50% "excellent")
Winners of olympiads, competitions, authors of scientific publications
Participants in social, cultural, creative, and sports activities
Limit:
No more than 10% of the total number of academic scholarship recipients
Amount:
Comprises base scholarship and supplement (determined by scholarship commission)

4. State Social Scholarship

Recipients
  • Orphans, disabled persons (groups I and II), combat veterans, low-income students
  • Students exposed to radiation
Enhanced Social Scholarship
  • For first and second-year students with "good" and "excellent" grades from low-income families
  • Minimum amount - 6,307 rubles (2023)

5. Scholarships for Postgraduate Students, Residents, Interns

Conditions:
  • Successful completion of intermediate attestation
  • No "satisfactory" grades
Frequency:
  • Awarded twice a year

6. Presidential and Government of the Russian Federation Scholarships

Criteria:
  • Outstanding achievements in studies and research
  • Awarded upon recommendation of the university academic council
Amount:
  • Established by Presidential Decrees and Government resolutions

7. Financial Support

Types:
One-time financial assistance (for students in need) Allowance for purchasing scientific literature (postgraduates and doctoral candidates - 2 monthly scholarships per year) Full state support for orphans (including clothing, footwear, transportation) Compensation (50 rubles/month) for students on academic leave due to illness Maternity benefits for female students

8. Scholarships for Military Training Center Students

Additional Payments
1st year: 1.5 times the regular scholarship 2nd year and above: 3-4 times (depending on academic performance: "excellent" - 4, "good" - 3) One-time uniform allowance - 5,000 rubles

9. Award and Payment Procedure

Scholarship Commission
  • Develops proposals on scholarship amounts
  • Considers disputed issues
Payments
  • Transferred monthly to bank cards
  • Terminated upon expulsion or academic debt
