This document regulates all aspects of the University's educational activities: from program development to quality control, forms of education, and specifics for different categories of students. Particular attention is paid to inclusive education, the use of modern technologies, and individual learning paths.
1. General Provisions
This local regulatory act governs the organization of educational activities at Sechenov University for core and additional programs, including education for persons with disabilities.
The regulatory framework is developed in accordance with Federal Law No. 273-FZ "On Education in the Russian Federation", orders of the Ministry of Education and Science, and the University Charter.
Programs Offered:
- Core Programs (Bachelor's, Specialist, Master's, Postgraduate/PhD, Residency, Internship, Secondary Vocational Education, Secondary General Education).
- Additional Programs (Professional Development, Professional Retraining, General Development Programs).
Language of Instruction - Russian; instruction in a foreign language is possible while complying with Federal State Educational Standards (FSES).
Teaching methods that harm students' health are prohibited.
Education Quality Assessment includes internal control, knowledge monitoring, self-evaluation, and the possibility of independent assessment.
2. Procedure for Developing and Approving Educational Programs
Program Development: Carried out by the University independently, considering FSES and sample programs.
Program Structure:
- Curriculum, academic calendar, course syllabi, practice programs, assessment materials.
- Mandatory (core) and variable parts.
Workload is measured in credit units (1 c.u. = 30 astronomical hours for Bachelor's/Specialist/Master's; 36 academic hours for Postgraduate/Residency).
Program Focus (profile, specialization) is determined by the University.
Development Deadlines: No later than 3 months before implementation begins.
3. Implementation of Educational Programs
Forms of Study:
- Full-time, part-time, extramural, using distance learning technologies and e-learning.
- Networked form (in collaboration with other organizations) is possible.
Individual Curriculum: Available for postgraduate students, persons with disabilities, and accelerated learning.
Educational Process:
- Lectures, seminars, practical training, research work.
- Contact work (at least 16 hours per week for full-time form).
Progress Monitoring:
- Current assessment, interim attestation, final (state) attestation.
Document Issuance:
- Diplomas, certificates, transcripts (in case of incomplete program mastery).

5. Organization of the Educational Process
The academic year begins on September 1 (adjustments possible for extramural form).
Vacations: 6 to 11 weeks per year (depending on the program).
Schedules are formed considering workload (maximum 54 hours per week for Secondary Vocational Education).
6. Document Flow and Record Keeping
Learning outcomes are recorded in grade books and electronic systems.
Personal Data Processing is conducted in accordance with Federal Law No. 152 "On Personal Data".
