1. General Provisions

Purpose of the document
Regulation of procedures for the initiation, suspension, and termination of educational relations between the university and students/their legal representatives.
Regulatory framework
  • Federal Law No. 273-FZ "On Education in the Russian Federation".
  • University Charter and local regulatory acts.

2. Initiation of Educational Relations

Basis
Rector's enrollment order, issued based on:
  • Applicant's application.
  • Education agreement (for paid tuition).
  • Targeted training agreement (if applicable).
Rights and obligations
Arise from the date of the enrollment order issuance.

3. Suspension and Modification of Educational Relations

Suspension
Possible in cases of:
  • Academic leave.
  • Maternity leave.
  • Parental leave (up to 3 years).
Reinstatement
After the end of the leave or early upon student's application.
Modification of relations
  • Initiated by the student or the university.
  • Formalized by a Rector's order.
  • If an education agreement exists, corresponding amendments are made.

4. Termination of Educational Relations

Basis
Rector's expulsion order.
Reasons for expulsion
  • Completion of studies.
  • Early termination initiated by the student or the university (including disciplinary measures).
Consequences
  • Rights and obligations terminate from the date of expulsion.
  • Reinstatement is possible according to the procedure established by local regulations.

Do not terminate relations but suspend them.
