1. General Provisions

Purpose: Regulation of the State Final Attestation (SFA/GIA) procedure for:
  • Bachelor's degrees
  • Specialist degrees
  • Master's degrees
  • Postgraduate (PhD) programs
  • Residency programs
Regulatory Framework:
  • Federal Law No. 273-FZ "On Education in the Russian Federation"
  • Orders of the Ministry of Education and Science No. 636 (for Bachelor/Specialist/Master), No. 227 (for Postgraduate/Residency)
  • Local regulations of the University

2. Forms of SFA/GIA

For Bachelor's/Specialist's/Master's degrees
  • State Exam (oral, 20 minutes for response)
  • Defense of the Final Qualification Thesis (FQT/WRC, 20 minutes for presentation)
For Postgraduate/Residency programs
  • State Exam
  • Scientific report on dissertation results (15 minutes)

3. Eligibility for SFA/GIA

No academic debts
Full completion of the curriculum
For external students – enrollment on a paid basis (except for Postgraduate/Residency)

4. Organization of SFA/GIA

State Examination Boards (SEB/GEC)
  • Formed by field of study
  • Chairperson – external expert (Doctor of Sciences/Professor)
  • 50% of members – employer representatives
Appeal Commissions
  • Review complaints about procedural violations or disagreement with the grade
Timeline
  • Schedule approved 30 days before the start of SFA/GIA
  • Break between assessments – at least 7 days

5. Assessment Criteria

State Exam
  • "Excellent" – profound knowledge, competent presentation
  • "Good" – minor errors
  • "Satisfactory" – significant errors, partially corrected
FQT/WRC/Scientific Report
  • Evaluated on depth of topic elaboration, independence, practical significance

6. Work Requirements

FQT/WRC
  • Topic approved 6 months before defense
  • Check for plagiarism (anti-plagiarism system)
  • Mandatory review for Master's/Specialist's degrees
Scientific Report (Postgraduate)
  • Published in the University's electronic library

7. Special Conditions

For Persons with Disabilities
  • Increased response time (+20 minutes for exam, +15 for defense)
  • Special technical means (Braille, sound amplification equipment, etc.)
  • Assistant for support
Retakes
  • After failure – no earlier than 10 months (for Bachelor's) or 1 year (for Postgraduate)
  • Maximum 2 attempts

8. Appeals

Filed within 1 working day after results announcement
Reviewed within 2 days with participation of the SEB/GEC Chairperson
Possible decisions:
  • Appeal dismissal
  • Result annulment and retake

9. SFA/GIA Results

Successful completion – basis for diploma issuance:
  • State-standard diploma (Bachelor's/Master's)
  • Ministry of Health of Russia diploma (Residency)
  • For postgraduates – additional conclusion on eligibility for Candidate of Sciences degree
Failure
  • Expulsion with a certificate of study
Prohibitions
  • Use of communication devices during SFA/GIA
  • Charging fees for SFA/GIA (except for external students)
