1. General Provisions

The purpose of the document is to regulate the procedure for transferring students from paid tuition to state-funded tuition or to funding from university funds (including donations and targeted contributions).
Regulatory framework:
  • Order of the Ministry of Education and Science of the Russian Federation dated 28.08.2033 No. 822.
  • Decree of the Government of the Russian Federation dated 08.08.2023 No. 1292 (on the redistribution of state-funded spots).

2. Transfer Conditions

Availability of vacant spots:
  • State-funded spots – determined as the difference between the admission target numbers and the actual number of students.
  • Spots funded by the university – established by the university independently.
Application periods:
  • Main periods: 
    • September 15–25 and February 15 – March 15.
  • Additional deadlines may be set by the university.
  • Exception: Participants of the SVO can submit applications outside the general deadlines.

3. Who can transfer to a state-funded spot?

Main requirements for the student
No academic debts.
No disciplinary sanctions.
No tuition fee arrears.
Selection criteria:
High achievers and students with good grades (intermediate assessment of "excellent" or "good").
Preferential categories:
  • Orphans.
  • Students from low-income families (with one parent with a Group I disability).
  • Women who gave birth during their studies.
  • Children of SVO participants.
  • Students who lost their parents during their studies.
SVO participants – have priority right for state-funded spots.

4. Transfer Procedure

Submitting an application
  • Via the "Student's Personal Account" on the university website.
  • Documents confirming preferential status or achievements (if any) must be attached.
Review by the commission
  • The commission includes the Vice-Rector, heads of departments, representatives of the Student Council and Trade Union.
  • Decisions are made by majority vote (with a quorum of 2/3 of members).
  • Review period – no more than 10 days after application submission.
Selection priorities:
  • Preferential categories and SVO participants are considered first.
  • Then – students with high academic performance.
  • If conditions are equal, scientific, social and sports achievements are considered.

5. Final Decision

Possible commission decisions
  • Transfer to state-funded tuition.
  • Transfer to funding from university funds (if no state-funded spots are available).
  • Denial (if no spots available or conditions not met).
Processing the transfer
  • A Rector's order is issued within 10 days of the commission's decision.
  • For transfer to a university-funded paid spot, a new contract is concluded.
Special Cases
  • SVO participants are transferred out of turn upon submission of confirming documents.
  • Students admitted under targeted agreements have priority for spots vacated by other such students who were expelled.
